Indira Gandhi National Old Age Assistance Scheme (Vayvandana Yojana) IGNOAPS

The above scheme has been implemented all over India by the Ministry of Rural Development, Government of India, New Delhi from 16-11-2009. The implementation of which has been started in the state of Gujarat from 1-4-2008. The application of which has to be made separately to the Mamlatdar of the concerned taluka.

The eligibility to apply under this scheme is as follows:

  • Applicants' age must be 30 years or older.
  • The applicant should be living in a rural area and should have a score of 0 to 50 in the BPL list below the weak line. For urban area applicants, BPL should be prepared in the context of poverty alleviation programs of the Ministry of Urban Housing & Property Elevation of the Central Government.
  • Eligible spouses can both apply.

Amount of assistance:

Amount of assistance Monthly assistance to the beneficiaries aged 60 to 6 years Rs.50 / - (Rs. 300 / - from State Government + Rs. 200 / - from Central Government) and Rs. Rs.500 / - + Rs.500 / - from Central Government.

Regarding the appeal application

There is a provision to appeal against the rejected application to the provincial officer within 90 days.

Unlock-3 / Exemption from night curfew in the state from August 1

In a high-level meeting chaired by Chief Minister Vijay Rupani and in the presence of Deputy Chief Minister Nitin Patel, some critical decisions have been taken for Gujarat following the guidelines issued by the govt of India regarding Unlock 3. As per the decisions made at the meeting, the Chief Minister has announced a complete exemption from night curfew in the state from August 1. Shops in the country will be open till 8 pm as well as the hotel restaurant till 10 pm.

Yoga Center and Gym will be opened from 5th August As per the guidelines and SOP (Standard Operating Procedure) of the Central Government. Apart from this, the government will follow the prevailing guidelines of the Central Government for other matters. The meeting was attended by Minister Kaushik Patel, Minister Saurabh Patel, Minister of State Pradipsinh Jadeja, Chief Secretary Anil Mukim, Additional Chief Secretary to the house Ministry Sangeeta Singh.

Narendra Somani, President, Hotel, and Restaurant Association of Gujarat has written a letter to the state government to allow hotels and restaurants to operate till 12 noon. The statewide night curfew has been fully lifted, and the restaurant has been granted permission till noon.

A public interest litigation has been filed in the Gujarat High Court alleging that private schools are forcing parents to demand advance fees despite the lockdown situation in Gujarat. The High Court has directed the government to seek information and file a reply. The public interest petition states that while some schools are currently being forced to pay fees, some schools have taken advance fees. The High Court should therefore order the schools to refund the advance fees to the parents and not to force the parents to pay the fees, as many parents are facing financial difficulties due to the lockdown situation.

The notification of the Department of Education dated 17th July 2020 has made provision for fees for alternative activity-facilities, according to which the fee for the same can be collected only from the students who are availing the benefit of such activity. Fees fixed by the school for extracurricular activities when schools are currently closed will not be charged from any student until the schools start regularly. If a parent has paid such a fee, the amount will have to be reimbursed in the fees charged at the time when the schools start regularly. This means that no fees can be charged for services that the school does not provide.

Gujarat High Court has given a big relief to the parents in the matter of school fees. The High Court has said that school administrators cannot demand school fees until the schools reopen. Amid the Corona crisis, the High Court has slammed school administrators for charging exorbitant fees. Schools cannot force parents to pay fees until school starts. The DEO will have to take action if the school does not force the payment of fees. A non-disclosure petition was filed in the High Court under pressure from schools to pay student fees during Corona's difficult times.

The economic situation is deteriorating. Even though the government is aware of this, the fees are being collected even though the private schools have not provided education from vacation and the bus or rickshaw has not returned for three months. These schools have nothing to say about it and the parents are trying to negotiate for fees even in the midst of such an economic crisis.

Agricultural loans are availed by a farmer to fund seasonal agricultural operations or related activities like animal farming, pisci-culture or purchase of land or agricultural tools. Seasonal agricultural operations include routine activities like preparing and ploughing land for sowing, weeding, and transplantation where necessary, buying inputs such as fertilizers, seeds, insecticides etc. and engaging labour for cultivating and harvesting the crops.

In addition purchasing of land, or purchasing of agricultural tools, storage of produce and transport also are included under purview of agricultural loans.

Farmers can avail an agricultural loan starting at 8.80% p.a. and with processing fee ranging between zero to 2% of the loan amount.

The state has achieved an average agricultural growth rate of over 10% in the last decade. For the first time in the country, the state has given innovative programs like Krishi Mahotsav and Soil Health Card. An innovative step has been added to this development journey this year.

The state government has announced a budget of Rs. 900 per month for approximately 50,000 farmers for raising cows and shifting them to cow based aquaculture.

Apart from this, farmers are also required to pay Rs. 50000 will be assisted. In addition the farmer will be able to build a godown on his farm without NA.

Farmers in the state can get timely information about farm inputs required for farming, state-of-the-art agricultural information can be made available at their fingertips, farmers can easily avail various welfare schemes at home and know the current market prices of weather and agricultural products.

Accordingly, the government will now provide Rs. 10800 per cow to the farmers every year.

About Pradhan Mantri Awas Yojana (PMAY)

The Pradhan Mantri Awas Yojana (PMAY) scheme was launched by the Government of India to boost the affordability of houses against an inflated real estate sector. The scheme aims to achieve its objective of “Housing for All” by 31 March 2022, the 150th birth anniversary year of Mahatma Gandhi, by constructing 20 million houses across the nation.

Based on the areas that it caters to, this Yojana has two parts – Urban and Gramin.

Pradhan Mantri Awas Yojana (Urban) Mission launched on 25th June 2015 which intends to provide housing for all in urban areas by year 2022. The Mission provides Central Assistance to the implementing agencies through States/Union Territories (UTs) and Central Nodal Agencies (CNAs) for providing houses to all eligible families/ beneficiaries against the validated demand for houses for about 1.12 cr. As per PMAY(U) guidelines, the size of a house for Economically Weaker Section (EWS) could be upto 30 sq. mt. carpet area, however States/UTs have the flexibility to enhance the size of houses in consultation and approval of the Ministry.

In continuation to this Government’s efforts towards empowerment of women from EWS and LIG unlike earlier schemes, PMAY (U) has made a mandatory provision for the female head of the family to be the owner or co-owner of the house under this Mission. Verticals of PMAY (Urban) A basket of options is adopted to ensure inclusion of a greater number of people depending on their income, finance and availability of land through following four options.

PMAY -Pradhan Mantri Awas Yojana :Features & Benefits: 

Features & Benefits: 

"Housing for All" Mission for urban area has been implemented with effect from 17.06.2015 to provide central assistance to implementing agencies. The Credit Linked Subsidy Scheme is being offered under this mission.

For Middle Income Group(MIG), the interest subsidy will be provided on housing loans for acquisition/construction of houses (including repurchase).

For Economically Weaker Section(EWS)/Lower Income Group(LIG), the interest subsidy will be provided on housing loans for acquisition, construction of house. The Credit Linked subsidy would also be available for home loan availed for new construction and addition of rooms, kitchen, toilet etc. to existing dwellings as incremental housing.

The interest subsidy benefit will be upfront on the principal outstanding.

The availability and amount of interest subsidy is subject to meeting income criteria as per various categories under the scheme.


A beneficiary family will comprise of husband, wife, unmarried sons and/or unmarried daughters.
An adult earning member (irrespective of marital status) can be treated as a separate hhousehold.

Eligibility Criteria: 

Applicant/s will be eligible under this mission when all below conditions are met:
  1. The beneficiary family should not own a pucca house (an all-weather dwelling unit) either in his/her name or in the name of       any member of his/her family in any part of India.
  2. The beneficiary family should not have availed of central assistance under any housing scheme from Government of India/State       government.
  3. The beneficiary family should not have availed any PMAY – CLSS subsidy from any of the Primary Lending Institutions (‘PLI’).
  4. All Statutory Towns as per Census 2011 and towns notified subsequently would be eligible for coverage under the Mission.
  5.  The construction/extension for which the loan is availed must be completed within 36 months from the date of the  disbursement of the 1st instalment of the loan amount.
Additional Criteria for LIG/EWS category only:   The houses constructed/acquired with central assistance under the Mission should be in the name of the female head of the household or in the joint name of the male head of the household and his wife, and only in cases when there is no adult female member in the family, the house can be in the name of male member of the household.

Copy of receipt of payment made to the developer (if applicable)One must make sure that he/she is eligible for the subsidy before application. Also, the applicant should check whether his/her name is present on the beneficiary’s list as well to receive the subsidy benefit.

Following the steps mentioned below should help individuals avail subsidies on their home loans under the housing scheme. 

The Method listed below Step by Step is the online Process.

Step 1: Visit the official government website belonging to PMAY.
Step 2: Click on the ‘Citizen Assessment’ option under the ‘Menu’ tab.
Step 3: An applicant must enter his/her Aadhaar number.
Step 4: With the successful submission of the Aadhaar number, he/she will be redirected to the application page.
Step 5: The applicant must proceed to enter all relevant details on this page, including income details, personal details, bank account details and other necessary information.
Step 6: Applicants should recheck all information before submission.
Step 7: Once a person clicks on the ‘save’ option, he/she will find a unique application number.
Step 8: Applicants should, next, download the filled-in application form.
Step 9: Finally, the person can deposit the form at his/her nearest CSC office or a financial institution offering PMAY. He/she must also submit all necessary documents along with the form.

Alternatively, individuals can opt for the offline application procedure and approach an authorised bank branch to apply for the scheme if they find the online process inconvenient.

  • Who is eligible for Pradhan Manti Awas Yojana?
  • The following individuals and families are eligible for this scheme:
  1. Economically Weaker Section (EWS) – Families with an annual income up to Rs. 3 Lakh.
  2. Low Income Group (LIG) – Families with an annual income between Rs. 3 Lakh and Rs. 6 Lakh.
  3. Middle Income Group I (MIG I) – Families within an annual income between Rs. 6 Lakh and Rs. 12 Lakh.
  4. Middle Income Group II (MIG II) – Families with an annual income between Rs. 6 Lakh and Rs. 12 Lakh.
  5. Women belonging to EWS and LIG categories.
  6. Scheduled Caste (SC), Scheduled Tribe (ST), and Other Backward Class (OBC).
  7. In addition to the above, beneficiaries can avail the benefits of this scheme by meeting the following few eligibility criteria –
  8. He/she must not own a house to fulfil the Pradhan Mantri Awas Yojana eligibility.
