The grammar of the Gujarati language is the study of the word order, case marking, verb conjugation, and other morphological and syntactic structures of the Gujarati language, an Indo-Aryan language native to the Indian state of Gujarat and spoken by the Gujarati people. This page overviews the grammar of standard Gujarati, and is written in a romanization (see Gujarati script#Romanization). Hovering the mouse cursor over underlined forms will reveal the appropriate English translation.

Two things must be noted about the locative case and its limited nature. First, it only exists as a case for masculines and neuters, which is why the corresponding feminine cell has been left blanked out. Rather, for marked feminine and unmarked nouns the locative is a postposition, which are explained on later in the article. Second, there is no distinction of gender.

Furthermore, there also exists in Gujarati a plural marker (o). Unlike the English plural it is not mandatory, and may be left unexpressed if plurality is already expressed in some other way: by explicit numbering, agreement, or the above declensional system (as is the case with nominative marked masculines and neuters). And yet despite the declensional system, ઓ (o) often gets tacked onto nominative marked masculine and neuter plurals anyway. This redundancy is called the double plural. Historically, the origin of this suffix is murky, but it is certainly morphological rather than lexical. It is new (18th century) and it is not attested in Old Gujarati, Middle Gujarati, and Old Western Rajasthani literature. It may simply be the case that it spread from an unrepresented dialect

Modi government abolishes Jammu and Kashmir privilege, President's approval


Jammu & Kashmir news live: Article 370 to be revoked, J&K to be Union Territory with the legislature, says Amit Shah in Rajya Sabha





  • Speaking in the Rajya Sabha on Monday, home minister Amit Shah announced on Monday that Article 370 which grants special status to the state of Jammu and Kashmir will be scrapped.
  • The home minister also announced the bifurcation of the state in two union territories. J&K to be a union territory with the legislature. Ladakh will also be a UT without a legislature.
  • The home minister announced that Jammu and Kashmir will no longer be a state and it will be bifurcated in two parts — J&K and Ladakh.
  • Jammu and Kashmir will be a union territory with a legislature.
  • Ladakh will a union territory without a legislature.
  • Earlier in the day, the Union Cabinet headed by PM Narendra Modi met in New Delhi amidst speculation that the government may take some decisions on Jammu and Kashmir. Union home minister Amit Shah and law minister Ravi Shankar Prasad were the first to reach the prime minister's residence, where the meeting is taking place.
  • Former chief ministers Omar Abdullah and Mehbooba Mufti were not be allowed to move out of their respective house in view of the restrictions, while Congress leader Usman Majid and CPM MLA MY Tarigami claimed to have been arrested around midnight.
  • The government on Monday imposed restrictions under section 144 Code of Criminal Procedure (CrPC) in Srinagar district with effect from midnight, which shall remain in force till further orders. On Monday morning, Section 144CrPC was also imposed in Jammu region.
  • The authorities imposed night curfew in Kishtwar and Rajouri districts and Banihal area of Ramban district. The authorities also imposed curfew and restrictions in Rajouri district from Sunday night and ordered the closure of all educational institutes.
  • Mobile Internet services have been suspended in the Kashmir Valley and satellite phones were provided to police officials and district magistrates.

Mobile internet services have been snapped in Jammu and the Section 144, which restricts unlawful assembly of more than four people in an area, will be imposed on the city from 6:00 am on Monday. Mobile internet services have also been suspended in the Kashmir Valley.





Just before the midnights, former Jammu and Kashmir (J&K) Chief Ministers Omar Abdullah and Mehbooba Mufti were placed on house arrest. People's Conference leader Sajad Lone has also been placed under house arrest.





Reacting to her house arrests amid prevailing situations in Jammu and Kashmir, Mehbooba Mufti said that the voices of people who fought for peace are being muzzled. Omar Abdullah said that he does not know what is happening but, he said, it "does not look good".





Meanwhile, restrictions have been imposed under section 144 CrPC in Srinagar with effect from midnight August 5. The government has said that the restrictions will remain in force until further orders. "There shall be no movement of public and all educational institutions shall also remain closed," the government order read.





Amid the prevailing situations in J&K, a total of 40 companies of Central Reserve Police Force (CRPF) have been deployed in the Jammu region. All schools, colleges and academic institutions both private and government are advised to remain closed as a measure of caution.





"Section 144 imposed in Reasi district, classwork of all schools, colleges, and academic institutions, both private and government, shall remain suspended from 5th August till further orders, as a precautionary measure," the J&K government order read.

What is Article 370 of the Constitution that gives special status to Kashmir?


The Narendra Modi government has decided to revoke the Article 370, which grants special autonomous status to Jammu and Kashmir, moving ahead with its plan to fundamentally change J&K’s relation to India despite its potential to cause massive unrest in the region.





The BJP has been opposing the special status for Jammu & Kashmir for a long time. It had earlier claimed that it could not repeal Article 370 during Atal Bihari Vajpayee government due to lack of a majority. The BJP has been opposing it since Jan Sangh days.





Dealing with Article 370 in the chapter on Jammu and Kashmir, the BJP manifesto in 2014 said: "the BJP reiterates its stand on the constitutional provision and will discuss this with all stakeholders and remains committed to the abrogation of this article”. The return of Kashmiri Pandits to the land of their ancestors with full dignity, security and assured livelihood will figure high on the BJP's agenda, it added.





WHAT IS ARTICLE 370?





This Article specifies that except for Defence, Foreign Affairs, Communications and ancillary matters (matters specified in the Instrument of Accession), the Indian Parliament needs the state government's concurrence for applying all other laws. Thus, the state's residents lived under a separate set of laws, including those related to citizenship, ownership of property, and fundamental rights, as compared to other Indians.
Similar protections for unique status exist in tribal areas of India, including those in Himachal Pradesh, Arunachal Pradesh, Andaman & Nicobar Islands and Nagaland. However, it is only in the case of Jammu and Kashmir that the accession of the state to India is still a matter of dispute between India and Pakistan, still on the agenda of the UN Security Council and where the Government of India vide 1974 Indira-Sheikh accord committed itself to keep the relationship between the Union and Jammu and Kashmir within the ambit of this Article.





WHY IT WAS INCORPORATED





Dr Amitabh Mattoo, former Vice-Chancellor of Jammu University, in an article for The Hindu explained it thus:





"First, why was Article 370 inserted in the Constitution? Or as the great poet and thinker, Maulana Hasrat Mohani, asked in the Constituent Assembly on October 17, 1949: "Why this discrimination please?" The answer was given by Nehru's confidant; the wise but misunderstood Thanjavur Brahmin, Gopalaswami Ayyangar (Minister without portfolio in the first Union Cabinet, a former Diwan to Maharajah Hari Singh of Jammu and Kashmir, and the principal drafter of Article 370). Ayyangar argued that for a variety of reasons, Kashmir, unlike other princely states, was not yet ripe for integration. India had been at war with Pakistan over Jammu and Kashmir and while there was a ceasefire, the conditions were still "unusual and abnormal”. Part of the State's territory was in the hands of "rebels and enemies”.





In fact, today the autonomy enjoyed by the State is a shadow of its former self, and there is virtually no institution of the Republic of India that does not include J&K within its scope and jurisdiction. The only substantial differences from many other States relate to permanent residents and their rights; the non-applicability of Emergency provisions on the grounds of "internal disturbance" without the concurrence of the State; and the name and boundaries of the State, which cannot be altered without the consent of its legislature. Remember J&K is not unique; there are special provisions for several States which are listed in Article 371 and Articles 371-A to 371-I.





Fourth, can Article 370 be revoked unilaterally? Clause 3 of Article 370 is clear. The President may, by public notification, declare that this Article shall cease to be operative but only on the recommendation of the Constituent Assembly of the State.





In other words, Article 370 can be revoked only if a new Constituent Assembly of Jammu and Kashmir is convened and is willing to recommend its revocation. Of course, Parliament has the power to amend the Constitution to change this provision. But this could be subject to a judicial review which may find that this clause is a basic feature of the relationship between the State and the Centre and cannot, therefore, be amended".





CAN PARLIAMENT AMEND CONSTITUTION?
The government can amend the Constitution to facilitate the abrogation of Article 370. But, it is not going to be an easy job. According to Lok Sabha legislation rules, Money Bills and bills seeking to amend the Constitution can't be passed by calling a joint session of Parliament.





Joint sitting rules says, "Article 108(1) of the Constitution provides that when a Bill (other than a Money Bill or a Bill seeking to amend the Constitution) passed by one House is rejected by the other House or the Houses have finally disagreed as to the amendments made in the Bill or more than six months lapse from the date of the receipt of the Bill by the other House without the Bill being passed by it, the President may, unless the Bill has lapsed by reason of dissolution of Lok Sabha, notify to the Houses by message, if they are sitting, or by public notification, if they are not sitting, his intention to summon them to meet in a Joint Sitting. The President has made the Houses of Parliament (Joint Sittings and Communications) Rules in terms of clause (3) of Article 118 of the Constitution to regulate the procedure with respect to Joint Sitting of Houses. So far, there have been three occasions when Bills were considered and passed in a Joint Sitting of the Houses of Parliament.”





The total strength of the Lok Sabha is 543 members and the ruling BJP has 303 MPs. The two-third majority requires over 362 MPs’ votes in favour of the amendment bill. It can take the help of other regional parties if it really wants to amend the Constitution. But, it is not going to be an easy job.





In Rajya Sabha, however, the going would be tough with the BJP having still lesser number.





VIEWS OF CONSTITUTIONAL EXPERTS
But many legal experts are of the view that abrogating the provision would put the accession of the state to India in jeopardy. Because the nature of the accession of J&K into the Union of India is totally different from the merger of all other small and big states. Moreover, there is a debate over whether Article 370 is a part of the basic structure of the Constitution and whether it can be amended.





According to constitutional expert Rajiv Dhavan, Article 370 can't be abrogated because if the government does away with it, the very basis of accession will be in jeopardy. But he asserts that accession of J&K to India is permanent.





According to a report in Hindustan Times, former Jammu and Kashmir high court chief justice BA Khan, too, agrees with Dhavan. He says, "If Article 370 was abrogated, then technically and legally the foundation of Jammu and Kashmir's accession to India would cease to exist."





According to former Union law minister Shanti Bhushan, under Article 368 of the Constitution, Parliament has the power to amend the Constitution. But in view of the Supreme Court's ruling in the Kesavananda Bharati case, Parliament can't amend the basic structure of the Constitution. According to him, obtaining the opinion of the Supreme Court is a must before going ahead with the abrogation of Article 370. There are doubts over whether Article 370 is a part of the basic structure of the Constitution or not.





HOW TO AMEND CONSTITUTION
For the purposes of amendment, the provisions of the Constitution fall under three categories. The procedure of each category is laid down in the Constitution.





Firstly, those that can be affected by a simple majority, required for the passing of ordinary law. These amendments contemplated in Articles 4, 169 and 239-A and paras 7 and 21 of the Fifth and Sixth schedules, respectively, fall within this class. They are specifically excluded from the purview of Article 368.





Secondly, those that can be affected by a special majority as laid down in Article 368(2). All constitutional amendments, other than those referred above, come within this category and must be effected by a majority of the total membership of each House of Parliament as well as by the majority of not less than two-thirds of the members of that House present and voting.





Thirdly, those that require, in addition to the special majority as described above, ratification by a resolution passed by not less than one-half of the state legislatures. This class comprises amendments which seek to make any change in the provisions referred in the proviso to Article 368(2).

Jammu and Kashmir BJP president Ravinder Raina Sunday said his party is for the early abrogation of Articles 370 and 35A of the Constitution.





He also exhorted confidence that the BJP will form the next government in the state on its own.





Raina said his party will work for refreezing of the eight assembly seats reserved for refugees from Pakistan-occupied Kashmir (PoK) and revoking of the cumbersome M-Form exercise for Kashmiri migrant pandits before the next assembly polls.





"Article 370, a temporary transitional provision, is the biggest injustice with the people of Jammu and Kashmir, while the Article 35A is a constitutional blunder which was included through back door without the consent of Parliament and the president…We wish the early abrogation of both these constitutional provisions," Raina told reporters here.





Article 370 grants special status to Jammu and Kashmir and limits Parliament's power to make laws concerning the state. Article 35A empowers the state assembly to define 'permanent residents' for bestowing special rights and privileges on them.





On Friday, National Conference president Farooq Abdullah had said Prime Minister Narendra Modi cannot remove Article 35A and Article 370 of the Constitution.





"Let him be as powerful as he (Modi) likes, he cannot remove Article 370 and Article 35A (from the state of Jammu and Kashmir)," Abdullah had said, adding "our right of Article 370 and Article 35-A should be protected. This is very important for us. We are soldiers of this country, not enemies".





Accusing Kashmir-based politicians of "misleading" the people of the state on these articles, Raina said Article 370 is a "wall of hatred" and the main reason for the prevailing situation in the Jammu and Kashmir.





"Both provisions have to go. Article 35A is discriminatory in nature as Omar Abdullah (former chief minister) if marries outside the state, his wife is entitled to various rights under these articles but when her sister Sara married Sachin pilot, she lost all her rights over property in the state," he said.





Raina said the BJP from the days of the Jana Sang and the Praja Parishad under the leadership of Shyama Prasad Mukherjee and others fought against these articles of the Constitution which are "not good for the state".





"Due to these articles, near about 100 families have looted all other families of the state for decades together," he alleged.





Buoyed by the success of retaining the three Lok Sabha seats in Jammu and Ladakh regions, Raina exhorted confidence that the BJP will win the upcoming assembly polls in the state with a "thumping majority".





"With the bumper support, the masses have made it clear that the BJP is going to win more than 50 seats in the next Assembly elections and will form the next government on its own strength. The next chief minister will be of the BJP," he said.





When his attention was drawn towards the BJP dominating only in 28 assembly seats in the just-concluded parliamentary elections and the possibility of a coalition with any other party, he said, "I am hopeful that the BJP will get the clear mandate like Prime Minister Narendra Modi who returned to power with a landslide victory."





"There are at least six more months or whatever the Election Commission decides before the Assembly polls, we will make all our effort. Kashmiri migrant pandits have to undergo the cumbersome process of filing M-Forms to participate in the elections. If they had no such formality, I believe that Abdullah would have lost his security deposit and only BJP had won across the state," he said.





Terming the M-form formality for the migrants to vote as a "rider" introduced by the Kashmir-based parties to keep them away from voting, he said the BJP is committed to taking up this issue at every level so that every Kashmiri migrant pandit is able to cast his or her vote without any problem.





Similarly, he said, there are 24 seats reserved for PoK and the parts under the illegal occupation of China in Jammu and Kashmir assembly.





The BJP would work to ensure defreezing of eight such seats for the refugees living in the state before the assembly polls, Raina said.





"One-third of the population of POJK had migrated to this side in 1947 and need to be given the eight seats reserved for them. We demand that the assembly segments be identified so that they can represent their community in the state assembly," he said.





On the killing of Surendra Singh, a close aide of BJP leader Smriti Irani, in Uttar Pradesh, Raina said any political killing is condemnable as politics is a battle of ideologies.





"After facing a drubbing at the hands of Irani, the Congress and its president Rahul Gandhi is frustrated. We demand a probe into the incident so that the guilty is punished," he said.





"We have seen in Jammu and Kashmir that such incidents are carried out by anti-national elements at the behest of Pakistan," he added.

So what is this legislation that is making the Valley tense? A primer.





WHAT IS 35A?





Article 35A allows the Jammu and Kashmir legislature to define permanent residents of the state. It was inserted through the Constitution (Application to Jammu and Kashmir) Order, 1954, which was issued by President Rajendra Prasad under Article 370, on the advice of the Nehru-led Union Government.)





When the J&K Constitution was adopted in 1956, it defined a permanent resident as someone who was a state subject on May 14, 1954, or who has been a resident of the state for 10 years and has lawfully acquired immovable property.





So under this clause, no outsider can own property in J&K or get a state job.

“35A. Saving of laws with respect to permanent residents and their rights, —





Notwithstanding anything contained in this Constitution, no existing law in force in the State of Jammu and Kashmir, and no law hereafter enacted by the Legislature of the State,—





A) Defining the classes of persons who are, or shall be, permanent residents of the State of Jammu & Kashmir; or





B) Conferring on such permanent residents any special rights and privileges or imposing upon other persons any restrictions as respects





1) Employment under the State Government





2) Acquisition of immovable property in the State





3) Settlement in the State; or





4) Right to scholarships and such other forms of aid as the State Government may provide, shall be void on the ground that it is inconsistent with or takes away or abridges any rights conferred on the other citizens of India by any provision of this Part.”

The selection procedure of IBPS PO Recruitment consists of 3 phases:
Prelims – After the Prelims, an adequate number of candidates in each category will be shortlisted by IBPS for Online Main Exam.
Mains – You must qualify the sectional as well as the overall cutoff in the main exam to be eligible for the Interview.
Interview – If you qualify Mains then you will be called for Interview.
